Despite Asia being the most dynamic region in the world, many of its developing countries are not making remarkable progress. Such a situation has led to inequality, inequity and imbalance in terms of income structure, poverty, and jobs. In addition, the environment continues to be degraded with loss of biodiversity, deforestation, soil deterioration, and pollution. While there had been substantial efforts undertaken, the Asia Pacific region is still faced with the immense challenge of improving their capacity for sustainable development. Education for sustainable development (ESD) envisions a world where every person has the chance to benefit from educational and training opportunities and to learn the lifestyles, behaviors and values necessary to create a sustainable future. Sustainable development requires three cornerstones: economic, to provide adequate and fair standard living for all; social, to develop institutions that promote values, practices and relationships that can sustain everyone equally; and ecological, to stay within the carrying capacity of the planet. It is necessary to develop workable criteria and best practices in technical and vocational education and training (TVET) in order to support sustainable development. A wide array of actions has been undertaken by international organisations based in the region. This paper presents an overview of the ways some international organisations have cooperated in carrying out an integrated and coordinated approach in promoting TVET for sustainable development. This working paper contains the report and main findings of an ILO Asia and the Pacific Regional Meeting on Training for High Performance in Enterprises. The meeting, held in Bangkok in December 2000, reviewed, analysed and disseminated national and international experiences which promoted learning and training for the workplace. The meeting comprised four plenary sessions: three theme-focused sessions and a fourth technical session which presented a statement of ‘Common Understanding’ on the themes. The three themes were: (1) high performance practices that maximise learning and training outcomes in enterprises; (2) the special problems of learning and training in small and medium enterprises; and (3) public policies that promote greater investment in training in enterprises. The meeting also discussed policies and programs that addressed equity concerns coming out of increased reliance on work-based learning and training. Show less

This paper looks at the demographic and economic factors that are certain to impact the flow of labour migration in the Asian region in the future. These factors include trends in fertility, labour force participation, the educational composition of the labour force, and the changing employment structure in the region. The paper concludes that labour migration flows will continue to increase in the region and that the question is whether these flows will occur legally or be increasingly irregular.

The main objective of this paper is to provide information on certification, accreditation, assessment and articulation of vocational and technical education (VTE) programs in Brunei Darussalam. It is divided into nine sections. Section one describes how VTE was conceived and introduced into the country's education system. Section two provides information on current VTE provision and approaches. Section three outlines the administration of VTE programs and institutions. Section four describes program accreditation and awards. Section five gives information on VTE program accreditation mechanisms. Section six deals with VTE program certification and articulation. Section seven explains the VTE assessment system. Section eight offers a view on the need for regional VTE standards. Section nine, in conclusion, reinforces the need for cooperation between government, industry and commerce in the planning and development of effective VTE, but also the need for consideration of the needs of individuals, particularly students. The emerging competitive environment needs to be taken into consideration, as well as the central importance of lifelong learning in the development of an adaptive and responsive workforce.

The author draws attention to five needs in the field of technical and vocational curriculum and instruction in Canada. This is followed by a discussion of the implications for, and applications to, Canada and Canadians. It is intended that this information be the basis of further discussion of the applications and implications of these needs within local environments. The five Canadian needs are: (1) the need for a new vocabulary when talking about technical and vocational training; (2) the need to integrate learning and work; (3) the need for a new curriculum with an emphasis on non-technical knowledge and skill; (4) the need to rethink technical and vocational instructional practices; and (5) the need to serve the public interest.

This paper examines issues essential for the cultural survival and continuing contribution of Canada’s Native population to larger society. Two elements of traditional Native culture lost to many of the current Native population are described. These elements are seen as crucial mechanisms for the re-establishment of traditional links. It is argued that these links will ensure that learning is a lifelong and culturally infused process. Problems encountered whilst implementing educational policies incorporating cultural aspects are examined. The implications for lifelong learning for indigenous peoples in Asia Pacific Economic Cooperation (APEC) countries are discussed.
